Some airllines do but not on the cheapest tickets that are already discounted. Is there a travel agent on your husbands base?
They are the best people to help you. They can also handle ground transport from the airport to the base if you need it. Call them

there are published military fares–your base travel agent should know (gee WN you beat me to it again!!)

you can go to sato travel. its for military family members. But I have found that it might be cheaper to look on orbitz. Just shop around.
